Try those new space bags
Just a plain cloth sack (a pillow case will work) Put cedar balls in the sack to keep the bugs away. The most important thing is to keep them out of sunlight and moisture. This is how you store vintage clothes (which I collect) properly so I am sure this will work for baby clothes. Plastic containers and bags can sometimes leak out their chemicals on to clothes over time, especially when in the heat of an attic.
In a cloth sack or a pillow case and with cedar it usually keeps away insects from chewing in the fabric. The best way to prevent it from getting wet or damaged is to keep the sack or pillow case in a good storage box. The kinds used to store linens or even a plastic box with air tight lid can help keep it dry. Be sure to avoid letting light get to it.
There are the new plastic bags that are used to preserve clothing. This can be used but again be sure it is out of the sunlight and that it is double packed to protect from floods or other elements that happen in the basement.
